About the Team
Tracy Leach
Founded Dagny Energy Group, in 2010 to focus on energy related projects – including renewable energy. She is also president of Providence Strategic Consulting, Inc., a firm which specializes in public affairs, political consulting and issue advocacy.
The firms together represent the oil and energy sector, developers, mining, small business owners, non-profits and organizations requiring strategic advising, governmental relations and a strong advocate for their position.
Ms. Leach holds a Bachelor’s degree in Political Science with a minor in Communications and has served as a consultant for numerous city, county, state and Congressional campaigns, as well as for multiple statewide ballot initiatives.
Ms. Leach is also a member of numerous trade, business and taxpayer advocacy groups throughout Central California including the Alliance of Women in Energy (AWE). In her spare time she enjoys hanging out with family, cooking, world travel, football and the beach – though not necessarily in that order.
David Leach
Vice president of Dagny Energy Group, has over 20 years of experience in utility-scale electric power generation. He has been involved in the start-up, commissioning, operations and supervision of two large power plants – a 225MW cogeneration facility that delivered electricity to the utility and steam to the oil field for enhanced oil recovery, and a 580MW combined cycle plant equipped with natural gas-fired and triple-pressure steam turbine technologies.
Responsibilities have included budgeting, forecasting generation and fuel nominations, hiring plant personnel, planning outages, and interacting with customers regarding contracts and power deliveries. Prior to his power plant career Mr. Leach served in the United States Navy aboard the USS Puffer (SSN-652),Pearl Harbor, Hawaii. For most of his tour, he served as Electrical Division Leading Petty Officer; supervised and trained personnel in the operations and maintenance of the nuclear submarine’s electrical and reactor controls equipment.
Mr. Leach received two citations from Commander Submarine Squadron One, two citations from Commanding Officer USS Puffer, Good Conduct medal, Naval Expeditionary medal, and Sea Service ribbon. He has a Bachelor’s Degree in Business Management, enjoys spending his free time on the golf course and is an avid football fan.
Rachel Glauser – Account Executive
Rachel brings a wealth of campaign and business advocacy experience. She has a bachelors degree in political science and communications. Rachel has worked on multiple candidate campaigns, statewide ballot initiatives, business advocacy and permitting projects. Rachel specializes in insightful research, writing and attention to detail for our clients. Rachel is also the founder of Social Moxxy, a boutique public relations agency which specializes in social media and event planning.
Larry Grooms – Antelope Valley Outreach
DEG depends on Larry for Antelope Valley/High Desert Public Outreach for the firm. He is a vital asset to the Dagny Team with his knowledge, experience and passion for the Antelope Valley. Most recently Larry was the District Director for local Assemblyman Steve Knight, having previously served on the legislative staff of now-Senator Sharon Runner.
Larry has built great relationships throughout the high desert having served as former Editor-in-Chief of the Antelope Valley Press and as founding President & CEO of the Greater Antelope Valley Economic Alliance (GAVEA). Larry’s wealth of experience in media, government and community relations provides a vital service to DEG clients.
Aracely Garcia – Administrative Assistant
Aracely was born in Bakersfield and is close to earning her degree from CSUBin Business Administration concentrating in Accounting. She spent four years in the retail industry with two of those years spent in management. She began volunteering for the Golden Empire Gleaners in 2011 where she helped the director with outreach and a summer food drive. Currently she sits on the Women & Girl’s Fund Committee for the Kern Community Foundation. As a member of the DEG team, she manages our office, engages in research and assists on various projects for our clients.
